EFFECTS OF LOSS OF FUNDING FOR FV'88-89 <br /> <br />The satell ite-linked water resources monitoring system, without adequate <br />funding, would not be able to function satisfactorily and would likely be <br />deactivated within eighteen months. The system is an integration of various <br />essential components that cannot function with the loss of anyone of those <br />components. This would effectively mean the loss of a $1.5 million investment <br />by the state of Colorado. <br /> <br />The FY 88-89 budget of $245,525 is broken down into two categories; fixed <br />expenses amounting to $163,525, and variable expenses amounting to $82,000. <br />The variable expense items are 33% of the budget and would be the first cuts <br />made. These cuts would mean curtailment of: <br /> <br />1. Long-distance phone access by the water commissioners. <br />2. Repair of malfunctioning remote data collection hardware. <br />3. Replacement of damaged, vandalized, or stolen remote data collection <br />hardware. <br />4. Timely maintenance and calibration of remote data collection hardware. <br />5. Training for system users relative to data base access and software <br />ut il i za t i on . <br />6. Travel to Division offices, system users, and cooperating Federal <br />, agencies. <br /> <br />Fixed expense items would be the second area for budget cuts. The <br />effects of these cuts would be as follows: <br /> <br />1. Personnel eliminations <br /> <br />Two full-time employees would be eliminated from the program, the <br />Program Manager and the System Analyst. The effects of the elimina- <br />tion of the Program Manager position would include the following: <br />a. The loss of statewide interagency coordination. <br />b. The loss of intraagency coordination. <br />c. The loss of coordination with system users. <br />d. The loss of coordination in network expansion. <br />e. The loss of coordination in system enhancement. <br />f. The loss of coordination in system operation and utilization. <br /> <br />The effects of the elimination of the System Analyst position <br />would be as follows: <br />a. The loss of coordination in central computer and Division <br />personal computer utilization. <br />b, The loss of coordination in data base management. <br />c. The loss of coordination of data base access and software <br />util ization. <br />d. The loss of coordination in software development. <br /> <br />2. Elimination of system maintenance contracts. <br /> <br />3. The elimination of telecommunications access to the system. <br /> <br />-73- <br />
