P::esent ~,t the November 30, 1992 meeting which W~.s held in the offices of Love & Associates,
Ir,c. were David Love, Jim Puglisi, and Dr. Liou. 111e following items were discussed for each
study:

. David Love presented the floodplain map with draft BFE's shown. This map was
developed using the split flow model.

. Dr. John Liou explained that FEMA defines shallow flooding as 100-yellr depths of
inurldation of 3.0 feet or less aad hydraulically unconnected to main channel floodwater.

. After review of the BFE floodplain map we dete:rmined that much of the floodplain in the
right aad left overbank is shallow flooding. There is aa are in the right overbmlk between
the railroad tracks and 3rd Street that is not shallow flooding.

. BFE map was modified to show areas of shallow flooding.

. After review of the areas of shallow flooding, we ag;reed to determine the floodway using
the main channel model aad only the flows asso~iawd with the main channellD determine
the floodway.

. Jorn Liou is going to call Karl Christiaas or David I. Adair of the Departrmmt of Natural
Re:lources aad Conservation (DNR) for the State of Wyoming aad discuss the November
13, 19921etter to Love & Associates, Inc., specifically the statement that the DNR is not
aware of aay studies which may indicate that the meteorological processes over the Alkali
basin differ from those over similar surrounding basins.

. John is also going to call the Soil Conservation Service and ask how much affect the
1937 flood has on peak discharge determination.
