At the countywide meeting to officially present the new study earlier in <br />2004, FEMA agreed to incorporate additional floodplain information, inlcluding updated <br />approximate information for Granby already prepared by the CWCB. That work is being <br />conducted by FEMA at this time. <br /> <br />Routt County - FEMA began a DFIRM effort in Routt County and the City of Steamboat <br />Springs prior to Map Modernization funding. While CWCB did not contribute funding to that <br />effort, CWCB staff participated in numerous coordination meetings for the study. The City of <br />Steamboat Springs and Routt County both contributed GIS base mapping and new topographic <br />mapping for the project. The preliminary DFIRM was published in the winter of 2004, and the <br />study is currently within the 90 day appeal period. Routt County had already identified stream <br />reaches not included in the new DFIRM and those will be presented to FEMA for possible future <br />funding. <br /> <br />1.4.2 FY 2003 DFIRM Preparation <br /> <br />FEMA provided FY 2003 funding, with local and state matching funding for DFIRM preparation <br />in three counties. Those counties, in chronological order of the DFIRM work, are the City and <br />County of Denver, Douglas County, and Boulder County. <br /> <br />City and County of Denver - With funding from FEMA, UDFCD, and CWCB preparation of a <br />DFIRM for the City and County of Denver, Colorado's most populous county in 2000, was <br />begun. Denver contributed new high quality GIS base mapping. UDFCD contracted with a <br />private consultant to complete the project. No new site-specific engineering work was conducted <br />as part of this project, but numerous localized engineering adjustments were made. One example <br />is the adjustment of 20-year old floodplain information prepared long before the completion of <br />Denver International Airport to reflect the physical changes brought about by the construction of <br />the airport. The draft DFIRMs were completed on time and submitted to FEMA in early March <br />2004. <br /> <br />Douglas County - FEMA, CWCB, UDFCD and local governments provided funding for a <br />DFIRM for Douglas County and the municipalities in the county. Because the northern portion <br />of the county, including two municipalities, is within the UDFCD boundaries, and the southern <br />portion is not, the study was split into two contracts. One contract was administered by UDFCD, <br />with their own consultant team doing the work, and the other contract was administered by <br />CWCB, with their own team doing that work. The CWCB consultant team then incorporated the <br />UDFCD consultant's work into a seamless countywide study. County and municipal GIS <br />information was used for base mapping. The draft DFIRMs were completed on time and <br />submitted to FEMA in early March 2004. <br /> <br />Boulder County - The planning work for a countywide study in Boulder County began in the <br />late fall of 2003, but the engineering and GIS work only began in March 2004. The study will <br />address all of the municipalities within Boulder County, but it will not provide new site-specific <br />engineering information for numerous streams previously identified by local officials as needing <br />restudy. There will be new information for one major stream within the City of Boulder and <br />adjacent portions of unincorporated Boulder County (South Boulder Creek) under a separate <br />contract. Eventually that new site-specific information will be incorporated into the new <br />DFIRM. GIS mapping is being provided by local officials.
