<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I' <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />SECTIINONE <br /> <br />Currem Program <br /> <br />1.4.1 Pre-FV 2003 DFIRM Preparation <br /> <br />Five Colorado counties had DFIRM work underway prior to the start of Map Modernization <br />activities in Colorado. Those counties, in chronological order of the work efforts, are Jefferson, <br />Broomfield, Eagle, Grand, and Routt Counties. <br /> <br />Jefferson County DFIRM - The preparation of a countywide DFIRM for Jefferson County and <br />the municipalities in the county began as a FEMA effort. When preliminary maps were <br />distributed to local officials, some of them raised concerns about discrepancies between their <br />GIS information and the base mapping used by FEMA. Through efforts by CWCB and UDFCD, <br />the staffs of the county and most of the municipalities were brought together at a series of <br />meetings. Ultimately the Jefferson County GIS mapping was updated to make it consistent with <br />the GIS mapping of the municipalities. Those adjustments to the base mapping necessitated <br />adjustments by FEMA to the DFIRMs. In addition, some hydrologylhydraulics engineering <br />information was adjusted. The revised DFIRMs were completed in June 2003, and they have <br />been adopted locally. As part of the MMIP report, the local governments in Jefferson County <br />identified a number of stream segments that were not included in the DFIRM effort, so there is <br />still more map update work to do in Jefferson County. <br /> <br />City and County of Broomfield - Broomfield is Colorado's newest county, comprised of the <br />former City of Broomfield and territory from four different counties. There was a paper FIRM <br />for the city and there were paper FIRMs for the four counties, but there was no paper or digital <br />FIRM for the new county. Through a joint effort of UDFCD and the new county government, a <br />draft DFIRM was prepared entirely through local efforts. With minor modifications requested <br />by FEMA headquarters, the DFIRM has been published as Preliminary and is expected to be <br />published as effective on August 18, 2004. <br /> <br />Eagle County - Several years ago, FEMA began a Flood Insurance Study effort in two different <br />geographic portions of Eagle County, one along the Eagle River between the Towns of Eagle and <br />Gypsum, and the other along the Roaring Fork River in and around the Town of Basalt. The <br />study faced some technical problems and was not finished as quickly as expected. In 20D3 <br />FEMA released a DFIRM version of the study, taking advantage of the Eagle County GIS base <br />map and a new Floodplain Information Report for the Roaring Fork River with funding from <br />Eagle County, the neighboring jurisdiction of Pitkin County, the Town of Basalt, and the CWCB. <br />The new study was accepted by FEMA as a replacement for the study their contractor had <br />previously prepared for the Roaring Fork River. At the same time as the DFIRM was being <br />completed, Eagle County, several towns along the Eagle River, and the CWCB were completing <br />a new study on approximately 50 miles of the Eagle River and the Colorado River. FEMA <br />agreed to accept that new study and is currently incorporating it into the DFIRM. With all of <br />these local, state, and federal efforts, there are still stream segments identified by the local <br />governments as needing further study after this DFIRM is fmalized. <br /> <br />Grand County - At the request of the Town of Fraser, CWCB staff prepared approximate <br />floodplain information for several streams in the town because Fraser had no Flood Insurance <br />Study. CWCB submitted that information to FEMA for the possible preparation of a study for <br />the town. FEMA decided to combine that information with floodplain information that already <br />existed for the Towns of Granby, Grand Lake, Hot Sulphur Springs, and Winter Park to create a <br />countywide DFIRM for Grand County.
