Flood fights require good logistical support and an effective <br />procurement system is an essential component of the response <br />effort. <br /> <br />Notes <br /> <br />A last minute review of plans and evacuation procedures <br />should be made. Evacuation routes should be verified and a final <br />check on the preparedness of Red Cross and other congregate care <br />agencies should be made. <br /> <br />The public information program should be intensified and <br />expanded. It may be necessary to begin training personnel to run <br />expedient flood fight courses in schools and for the public at large. <br />A list of FEMA public information items for flood threats can be <br />found in the appendix. <br /> <br />As the rivers approach the bank full stage, most communities <br />begin preliminary actions to mount a flood fight and go into the <br />Limited Response Phase. At this point, the community may <br />already have some minor flooding of low-lying areas. Common <br />actions at this response level include minimal staffing of EOC' s <br />and control centers, patrols and monitoring of flood control works, <br />preliminary surveys and marking for expedient flood control <br />works, and ordering or reserving initial supplies to begin an <br />expanded flood fight. <br /> <br />Training is an important part of the Limited Response phase. <br />Some communities have found it very effective to train high school <br />students during or after school hours in expedient flood control <br />methods. FEMA's EXlledient Flood Trainin~ package, IG 270.3 is <br />an effective training tool to instruct an expedient workforce. All <br />public employees, who will be expected to assume leadership roles <br />over a volunteer wor orce s ou e trame at IS pomt. <br /> <br />Some equipment may need to be staged at this point. Heavy <br />equipment may be positioned at borrow areas. Depending on <br />weather conditions, areas and fields around congregate care centers <br />may require preparations for conversion to parking lots for use by <br />evacuees. Time-consuming activities, such as moving cattle and <br />farm equipment off the floodplain, should be undertaken early on <br />in the response process to prevent delays alohg evacuation routes. <br /> <br />By the time the National Weather Service issues a flood watch, <br />preliminary preparedness actions may already be in place. Public <br />concern and attention will greatly increase when a flood watch is <br />issued and public information programs should be up to speed and <br />ready to deal with increasing requests from the public and media. <br /> <br />Page3-8 <br />
