Issuing instructions from the CWCB to the contractor, <br />issuing necessary interpretations and clarifications of <br />contract documents, preparing required change orders, <br />requesting special inspections and testing of the work. <br />including concrete tests, rip rap weight and gradation, and <br />sieve analysis of bedding material, and making decisions as <br />to acceptability of the work. <br /> <br />3. Determining amounts of progress payments due, based on <br />completion of the work, and recommending issuance of such <br />payments by the CWCB. <br /> <br />4. Observing initial operation of the project, or of <br />performance tests required by the specifications. <br />
