Brian supplied RTi with a county map showing some preliminary bucket survey information and a
list of persons contacted for the bucket survey. On the map, the purple c-Jrresponds to the citizen
contacts made in the bucket survey, the yellow shows the damage areas (primarily to county roads),
the light blue lines are used to delineate the county subdistricts, and black denotes locations where
pictures were taken. Brian is still in the process of developing the pictures and will pass those along
as they are done. RTi should talk to people in CaIhan about the rain amounts on 7/28. Persons in the
road and bridge group at the county will also be a good source of information.

The primary watershed of interest is Big Sandy Creek WhlCh is a tributary to the Arkansas.

Newspaper coverage for Elbert County is probably best from Limon, Parker, SimIa, or Kiowa.

This is another county that is a good candidate for storm reconstruction by John Henz or the NWS.

Brian thinks that about 3-4 inches fell in western Elbert County and over 10 inches fell in eastern
Elbert County.

Elbert County is not in the flood insurance program.
There are several previous studies available for Elbert County including:
. Kiowa Creek 1935 flooding
. USGS IOO-yr mapping for north western Elbert County
. NRCS study in Calhan and Limon
. Study in Elizabeth

Brian will compile a list of contacts for Elbert County and pass them onto RTi.

Lincoln COUllt\!

Brian has never met with the people in Lincoln County. Brian will compi Ie a list of contacts for
Lincoln County and pass them onto RTi.

Brian thinks that much of the flooding in Lincoln County resulted from runoff generated in Elbert
County because most of the watersheds flow from Elbert into Lincoln County.

There is one flood insurance study available for Limon.

Philli"s COlllltv

Brian said that Tom Browning would be the best source of information regarding Phillips County.
Brian thought that an early event in June in Holyoke shoId be considered for inclusion into the
document. Randy Schaefer is a good contact in Phillips County.

March 27, 1998 at 11:00 am Meeting with Larry Langc

Talked to Larry Lange about general project objecti\es. Larry would like the following included in
the flood document:
