Las An I mas <br />Local Protection Project would not be injurious to the operation of <br />John Martin Reservoir, nor would it materially deplete or adversely' <br />affect the usable quantity and aval labi I ity for use of the waters of <br />the Arkansas River to water users in Colorado Water District 67 and <br />Kansas. <br /> <br /> <br />116. COLORADO WATER CONSERVATION BOARD.- The Acting Director <br />stated that the staff of the Board had reviewed the report draft and <br />concluded that the proposed project is greatly needed and would provide <br />ade~uate flood protection to the city of Las Animas and some of the <br />farming areas in the vicinity. He also suggested several revisions of <br />the draft for clarification of some of the statements. Appropriate. <br />changes have been made as recommended. He also remarked that the <br />stream gaging station on the Arkansas River would probably have to <br />be relocated because of the proposed project and that the control <br />cou I d be improved by mov i ng it to the cleared reach between the highway <br />and rai Iroad bridges. He also called attention to the importance of <br />th is stream gage since it is one of the two "Compact" stat Ions wh Ich <br />measure inflow to John Martin Reservoir. As previously mentioned, it <br />is not anticipated that the stream gage wi I I be disturbed by construc- <br />tion of the project and therefore the cost of relocating the station, <br />if required for other reasons, should not be a project cost. <br /> <br />117. COLORADO DEPARTMENT OF PUBLIC HEALTH.- The director of the <br />Engineering and Sanitation Division and his staff reviewed the plans. <br />for the fishing lake requested by the city of Las Animas and commented <br />that proper planning would allow the lake and park development as well <br />as expansion of the city sewage lagoon system. He also recommended <br />the provi s i on of certa i n safeguards, as prev i ous I y discussed in con- <br />nection with the comments of the U.S. Publ ic Health Service. <br /> <br /> <br />liB. DISCUSSION.- This report summarizes the results of an. <br />Investigation of the flood and 131 I led water resources problems along <br />the Arkansas River and its tributaries at and in the vicinity of Las <br />Animas, Colo. Las Animas is located on the right bank of the Arkansas <br />River just above its confluence with the Purgatoire River, a major <br />tributary which enters from the south. The flood plain in this area <br />consists of 740 acres of urban and suburban land and 6,140 acres of <br />irrigated, grazing, and miscellaneous lands. A sma I I area of the <br />flood plain also is subject to inundation from very rare floods on <br />the Purgatoire River. Under special authorization, the Corps of <br />Engineers constructed a pi lot channel and did some bank stabi IIzation <br />work along the Arkansas River during the period 1950-56. Several <br />years later local interests extended the pi lot channel downstream. <br />These works provide some protection from frequent smal I floods. <br />Flooding of rural lands begins with a flow of 6,500 c.f.s. and urban <br />areas with flows of 10,000 c.f.s.
