,

proposed local protection project would change the regimen of the
Arkansas River in the vicinity of the Las Animas gaging station and
necessitate relocation of the gage and.cableway, and that the cost of
such relocation should be borne by the project. He stated further
that, since the station is a "key point" in the administration of the
Arkansas River Compact and the operation of John Martin Reservoir, the
station should be improved by the addition of an artificial control.
Inasmuch as the stream gage is located on the north bank of the old
Arkansas River channel, about 700 yards downstream from the U.S. High-
way 50 bridge, it would not be disturbed by construction of the proposed
Las Animas Local Protection Project. Also, the Arkansas River Compact
Administration, in its Fourteenth Annual Report (1962), recommended
relocation of the station because of the deteriorated channel con-
ditions (aggradation) which al.low a greater percentage of the flow to
enter the pi lot channel and make it increasingly difficult to obtain
accurate measurements. It is therefore concluded that the cost of
relocation should not be borne by the project.

e. Bureau of Land Manaaement.- The State Director, Denver,
Colo., commented that the lands under the jurisdiction of the Bureau
in the vicinity of Las Animas consist mostly of isolated tracts which
would not be affected by the proposed plan of improvement. He stated
that he had reviewed the draft of report and did not have any changes
to suggest.

f. Bureau of Reclamation.- The Acting Director of the
Regional Office, Region 7, Denver, Colo., commented that the proposed
p Ian of. improvement is cons i stent with the object ives of the author i zed
Fryingpan-Arkansas Project and other potential Reclamation developments
in the basin and that his office is pleased to indorse the report and
the proposed Las Animas Local Protection Project.

112. FEDERAL POWER COMMISSION.- The Regional Engineer, Fort
Worth Regional Office, commented that he had reviewed the draft of
report and found that the proposed project would not lend itself to
hydroelectric power development and would not affect any existing or
potential hydroelectric resources.

113. OFFICE OF EMERGENCY PLANNING.- The Regional Director, Re-
gional Office 6, Denver, Colo., commented that the only responsibility
of his office in connection with floods is financial rei ief to affected
states and local ities.

114. HOUSING AND HOME FINANCE AGENCY.- The Regional Director of
the Urban Renewal Administration, Fort Worth, Tex., commented that the
report would be useful in the preparation of their plan for the Arkansas
River Valley in Colorado.

115. ARKANSAS RIVER COMPACT ADMINISTRATION.- The Chairman and
Federal Representative of the Administration advised that he had

40

R 1/28/64
