<br />. <br /> <br />Installation of the faci I ities listed above would be desirable; however, <br />since they would constitute an improvement to the sewage disposal <br />system, they have not been included as a feature of the proposed Las <br />Animas Local Protection Project. <br /> <br />109. The Regional Program Director, Water Supply and Pollution <br />Contro I, Da II as Reg i ona I Off ice, I n comment i ng on the draft of re port, <br />noted that the views of the Publ ic Health Service concerning the fishing <br />lake near the sewage lagoons had been included in the report and re- <br />marked that he had no additional comments on the matter. He stated <br />further that the prevention of floods at and in the vicinity of Las <br />Animas should be beneficial to the general publ ic health environment. <br />He a I so po i nted out that, in accordance with Pub I i cLaw 84-660 as <br />amended by Publ ic Law 87-88, the Publ ic Health Service would be required <br />to make a study of the area and a report upon which the Secretary of the <br />Department of Health, Education and Welfare could prepare a letter of <br />advice as to the need for the value of storage for water qual ity control <br />purposes. He added that his agency would be glad to make the study <br />upon request. <br /> <br />110. It was explained to representatives of the Public Health <br />Service that since this report is interim in nature and involves only <br />local flood protection at Las Animas, a special study of low-flow <br />regulation for water quality control would not be required at this <br />time. They were also informed that when the comprehensive investi- <br />gation of al I water resources problems of the Arkansas River Basin in <br />Colorado is further advanced, the Public Health Service wi I I be so <br />notified and requested to make a study and a report on the need for <br />and value of storage for water qual ity control purposes. <br /> <br />I I I. U.S. DEPARTMENT OF THE INTERIOR: <br /> <br />a. Office of the Secretary, Southwest Reqion. The Acting <br />Regional Coordinator noted that Las Animas is located in a reach of <br />the Arkansas River where the Department of the Interior also has <br />interests, particularly the Bureau of Sport Fisheries and Wi Idl ife <br />and the Bureau of Reclamation. In commenting on the proposed plan of <br />Improvement, he observed that although the infestation of phreatophytes <br />in recent years is mentioned in the report, he did not find any pro- <br />posal for floodway clearing during construction of the project nor any <br />maintenance program thereafter. He added that such a feature might be <br />justified as a part of the project, since the capacity of the overflow <br />flood channel would be greatly altered thereby. As described in detai I <br />in appendix A and summarized in the main report, the project plan <br />specifies overbank clearing of the floodway under and between the U.S. <br />Highway 50 and the Arkansas Val ley Branch rai Iroad bridge crossings and <br />an item is included in the cost estimate for this work. Furthermore, <br />the report recommendations prescribe that operation and maintenance <br />of the project wi I I include maintenance of the overbank clearing <br />described above, as a responsibi I ity of local interests.
