The <br /> <br />bulk of the benefits which will be included in the benefit-cost <br /> <br />analysis will be reduced flood damages. It is recommended that <br /> <br />the potential for loss of life be quantified as suggested in the <br /> <br />~ Leonard Rice Consulting Water Engineers, Inc. <br />
