Dear Representative Kramer:

the Foun tain Creek Commissiol\ with regard t'o the Foun tain Creek Flood Con-
trol Project.

For your information, effective April I, 1981, Mr. .James G.nter is Chairman
of the Conmlission and the writer is ChaiTm~n of the Commission's Task Group
on the Flood Control Project.

The information that you outline in your letter- is correct with regard to
the authorization of the project [or conRtruction.

However, it is my understanding that since this project is an element of
the project authorized in the 1974 Water Resources Development Act for the
Arkansas River and 'Tributaries Above John Martin Dam, Colorado, that work
can continue on this project during the period that it is under considera-
tion for authorization for construction provided funding in the amount of
$l50,OOO for fiscal year 1982 is made available to the Corps for Phase II,
Advanced Engineering and Design.

It is my further understanding that these funds can be made available in
either of two ways.

At the present time, tile proposed Public Works I\udget [or Fiscal Year 1982
includes a line item for $350,000 to continue Phase I, Advanced Engineering
and Design Studies on three elements of the project authorized in the 1974
\~ater Resources Development Act [or the Arkansas River and Tributaries
Above John Martin Dam, Colorado. The t1mount was based on three elements -
Local flood protection at Florence, Colorado ($25,000); the Arkansas River
channel test reach ($100,000); and local flood protection [or La Junta,
Colorado ($225,000).
