LAMM <br />GOVERNOR OF COLORADO <br /> <br />BEFORE THE <br /> <br />WATER RESOURCES SUBCOMMITTEE <br />COMMITTEE ON PUBLIC WORKS AND TRANSPORTATION <br />UNITED STATES HOUSE OF REPRESENTATIVES <br /> <br />CONCERNING THE AUTHORIZATION OF THE FOUNTAIN CREEK <br />FLOOD CONTROL PROJECT, COLORADO <br /> <br />Washington, D.C. <br />July 21, 1982 <br /> <br />We welcome the opportunity to testify in support of the <br />the proposed Fountain Creek flood control project in Pueblo, <br />Colorado. The Colorado Water Conservation Board, which is the <br />agency responsible for the state's flood control and floodplain <br />management programs, and I stronqly favor the construction of <br />th is proj ect . <br /> <br />The proposed project has been recommended by the Corps of <br />Engineers in a feasibility report which we have previously <br />reviewed. The Corps recommends a project to increase the channel <br />capacity of Fountain Creek through Pueblo with a combination of <br />channel improvements and levees. The recommended plan also <br />includes recreational development on lands required for flood <br />control purposes. <br /> <br />I am advised that the proposed project design, which has an <br />exceedence frequency of once in 200 years, meets state standards <br />and will provide vital flood control protection to a heavily <br />urbanized area of Pueblo. This protection can be provided with <br />few, if any, adverse environmental impacts according to the <br />information contained in the final EIS for the project. <br /> <br />I cannot overemphasize the need for this project to the <br />community of Pueblo and its citizenry. Many of the existing <br />residental and business structures are subiect to inundation from <br />a 100-year flood to depths of 10 feet. History confirms this <br />fact. For example, during the June 1965 flood, many residents <br />were forced from their homes due to hiqh water from Fountain <br />Creek. <br /> <br />The proiect has the undivided support of local interests. <br />Furthermore, the Fountain Creek Commission, which would be the <br />local sponsor for the project, and the state have worked together <br />closely during the planninq for the project. <br /> <br />In summary, we strongly support the authorization and <br />construction of this project. <br /> <br />ql <br /> <br />d192 <br />st/ fc <br />
