Gay III <br />Executive Director, Engineering Staff <br />DAEN-CWP-A <br />Pulaski Building, Room 7103 <br />Washington, DC 20314 <br /> <br />Dear Colonel Gay: <br /> <br />The Colorado Water Conservation Board provides you with our <br />specific concerns regarding the report entitled "Phase I, General <br />Design Memorandum, Fountain Creek," dated March 1981, as stated <br />in Governor Lamm's July 8, 1981, letter. <br /> <br />This office has been in communication with the Albuquerque <br />District Office during the project formulation process, and we <br />are in agreement with the project selected. However, we are <br />concerned that the Corps not forget that there remains upper <br />basin flooding prOblems and future study authorizations will be <br />requested. <br /> <br />The project has been proposed with two cost-sharing policies. <br />May I refer to them as the Current Federal ABC Requirements and <br />the Carter Administration's Five Percent state cash contribution. <br />This office desires to be advised under which pOlicy this project <br />will be authorized and funded for construction. <br /> <br />Fountain Creek has also been studied by the Federal Insurance <br />Administration under the National Flood Insurance Program. This <br />Board has performed reviews for both hydrologic and hydraulic <br />analyses. We are attempting to maintain consistency and unifor- <br />mity in the flood hazard parameters between the two programs. If <br />any changes are made in the hydrologic and hydraulic analyses <br />during study authorization and phase II engineering, we desire to <br />be advised and provided with appropriate technical write-ups. <br /> <br />With respect to the EIS on this proposed project, it appears <br />to us to be adequate. Based on the information in the final EIS <br />and our knowledge of the basin characteristics, it is anticipated <br />that the proposed plan of improvement for flood protection on <br />Fountain Creek will have few, if any, adverse environmental <br />impacts. <br /> <br />COLORADO WATER CONSERVATION BOARD, Frederick V.
