Dear Colonel Gay:

The Pueblo Area Council of Governments, at its July 23, 1981 meeting,
found the Environmental Impact Statement: Phase I General Design
Memorandum, Fountain Creek, Pueblo, Colorado, to comply with the
requirements of the National Environmental Policy Act (NEPA). The
Council also endorsed project alternative "E-3--200-Year Channel and
Levees" as the preferred plan.
