Lang, Section A Chief <br /> <br />DATE: September 18, 1981 <br /> <br />SUBJECT: Seeking Funding for Phase II Engineering-- <br />Fountain Creek Project <br /> <br />On September, l7, 1981, I talked with Mr. Scott Parker, <br />Chief, Program Development for the Albuquerque District, Corps <br />of Engineers, regarding an appropriation for Fountain Creek Flood <br />Control project--Phase II Engineering. He was against reducing <br />the Arkansas River and Tributaries above John Martin $350,000 <br />or Trinidad Lake (Dam Safety Assurance) $3,500,000. He offered <br />the following three alternatives: <br /> <br />1. <br /> <br />Add a paragraph at the end of the General Investigation's <br />Table. See page 22, Locks and Dam, Number 26, Illinois <br />and Missouri. suggested wording--"Within available funds, <br />the Corps of Engineers is directed to commence Phase II <br />engineering for the preparation of final designs and con- <br />struction estimates for the Fountain Creek Flood Control <br />Project. " <br /> <br />/ <br /> <br />2. <br /> <br />Add a paragraph at the end of the General Investigation's <br />Table. See page 24, Santa Ana River Basin and Orange <br />County, California. Suggested wording--"Although the <br />foregoing table dbes not reflect a committee allowance <br />for Phase II engineering for the Fountain Creek Project, <br />Pueblo, Colorado, the Corps should allocate $20,000 for <br />the study and further within available funds may increase <br />the study bUdget to $l50,000." Note: This would increase <br />the overall budget-'bY$20,000. <br /> <br />'- <br /> <br />J <br /> <br />3. Add a line item on page 8 under Colorado entitled, "Fountain <br />Creek $l50,000" and increase the "Reduction for Anticipated <br />-~. Savings and Slippages" page 2l entry, from $l,650,000 to <br />$l,800,000. Note: This would not increase the overall <br />budget; however, all studies would be cut a bit more at <br />the end. This is a good technique. <br />
