,..J-
.-

.

.
MEMORANDUM

/

~
,

COLORADO WATER CONSERVATION BOARD
J. William McDonald
Director

October 23, 1981

FROM:

File

Bill McDonald ~tl~ -

Mark-up Action by the Full Senate
Appropriations Committee

TO:

SUBJECT:

------------------------------------------------------------

1. David Jensen called on October 23 to indicate that the
full Senate Appropriations Committee had met the previous
day to mark up the Water and Energy Appropriations bill
for 1982.

2. He indicated thatd~pite Senator Armstrong's request, the
Committee took no action to include the Fountain Creek
project.

3. With respect to the Dallas Creek project, the Committee
rejected the language in the bill as we had requested it.
As an alternative, the following language will be put in
the Committee's report: "Completion of construction on
the project should not be interrupted or delayed by reason
of problems in connection with its repayment contract for
certain of its reimbursable costs."

4. David further indicated that the President's request for
an,additional 12 percent cut was not honored by the
Committee. Rather, the Committee directed that the Depart-
ment of Interior find an additional 8 percent cut, with no
direction being given as to where the 8 percent should come
from. Thus, it is apparently up to the Department to find
the 8 percent in whatever projects and planning programs it
chooses to cut.

JWMcD: mm

<,,-".;-
