<br />~ <br /> <br />, <br /> <br />. <br /> <br />. <br /> <br />Upper Fountain Creek Study - The Corps of Engineers have a <br />continuing authority to perform engineering feasibility <br />studies on the Fountain Creek Basin. They desire a letter <br />from a non-federal governmental agency SO they can commence;J <br />studies for problem areas. It was indicated we may provide <br />such a letter after talking with the City of Colorado Springs <br />and El Paso County. <br /> <br />Fountain Creek Proposed Flood Control Project at Pueblo, ,Colorado. <br /> <br />status: <br /> <br />1. Phase I engineering feasibility study and report is <br />completed and sitting on COE's table. <br /> <br />2. Phase I report not moving forward by Corps because <br />of Administration's position on new study starts. <br />The project needs outside help and pushing. <br /> <br />3. Last year-FY 82-the project did not receive Phase II <br />(advance engineering) authorization, funding, nor go <br />ahead language. <br /> <br />4. Activities for FY 83 <br /> <br />a. Seek authorization for project. <br /> <br />b. Letter to General Heiberg pushing the Corps of <br />Engineers to place priority on the Fountain <br />Creek project. <br /> <br />c. Seek action in the Appropriations Committee by <br />1st - U. S. Representative Kogousek, and 2nd - <br />U. S. Senator Armstrong. <br /> <br />d. Attend January 22 monthly meeting and have Bill <br />McDonald outline FY 83 strategy. <br /> <br />5. Mr. Scott Parker, Chief Project Formulation, Albuquer- <br />que District, will send us a complete listing of <br />Corps' continuing authorities. <br /> <br />LFL:cs <br />
