<br />. <br /> <br />Background <br /> <br />Based on the annual spring run off flood threat a specific study of <br />this threat was made in 1985. (Westwater Engineering October 1985 <br />Flood Plain Information Report). This report indicated an area of <br />concern along Henson Creek as it passes through the town. The <br />reported states "In spi te of the substantial effort to build up banks <br />or dikes, several low or Heak points Here observed along the Henson <br />Creek through the Tmm of uu<e Ci ty" . "The dQl,'l1town area of Lake City <br />could be in jeopardy from Henson Creek". "It is recOlllllended that <br />dikes be improved in consistency and qualit.y to help protect these <br />areas more fully". This study led to a preliminary design report for <br />dike improvement in December 1985 (Henson Creek Flood Control <br />Imprm-ements - Wesb-;ater Engineering - December 1985). This study ,;as <br />limited in its scope because of budget constraints, but is detailed ,....----- <br />enough to provide an estimate of construction costs - $20,000 and to C <br />provide preliminary guidelines for construction. Given the small tax <br />base of the commlmi ty (500) and lack of a state funding source nothing <br />has been done since the time of the report. It is noted that <br />apparent! y part of the dike and levee s~-gtem presently in existence <br />was hull t by the Corps to protect cOlMluni ty "",tel' wells.
