<br />1-3 <br /> <br />agricultural in nature. If present growth trends cont inue and develop- <br />ment plans by land owners proceed, a fairly significant portion of the <br />drainage basin will be urbanized by 1990. As Is so often the case, <br />development will occur in the lower lying areas along Big Dry Creek, <br />and if flood plain regulations are not instituted at an early date, <br />Metropolitan Denver will be faced with a large correct ive cost in the <br />future. 61g Dry Creek offers the best opportunity in the Denver metro- <br />pol Itan area for wise flood plain management. <br /> <br />The large drainage bas in of 86 square mi les sets the stage for very <br />large flood peaks, larger than those normally encountered on tributaries <br />selected for urban drainage planning. This magnitude of potential flood <br />peaks provides a new dimension In the Denver area for flood plain manage- <br />ment work. In essence, channel ization costs are unusually high because <br />of the potential flood flow magnitude, and bridgE' and culvert opening <br />requirements are great unless reasonable and prudent pondlng and street <br />overtopping are permitted during the design flood. <br /> <br />PHASE A CONCLUSIONS <br /> <br />The analysis and study of alternative solutions for the master planning <br />of Big Dry Creek, when reviewed by District and :ocal representatives, laid <br />the ground work for the selection of a "non-struc:tural" approach to flood <br />plain management for this channel. In essence, It was concluded that the <br />100-year flood under future developed GOnditlons (except for that area in <br />the vicinity of Rocky Flats) would be used as a design basis for all <br />planning and that the flood plain definItion for zoning method would be <br />used to safeguard the governmental entities and future citizens from <br />unusual flood hazard and losses along Big Dry Cn,ek. <br /> <br />GENERAL <br /> <br />This report Is presented in two volum,es. Volume I contains the written <br />text and exhibits to provide a background and thE' overall r.ecommendations. <br />Volume II presents the detai led plan and profi Ie sheets for.
