Article 7, Colorado Revised Statutes 1963, as amended, <br />and Section 139-6G-l, Colorado Revised Statutes 1963, as amended, <br /> <br />(A) The City Council finds that there are within the City of Westminstervarious <br />flood plains constituting natural hazards of state and local interest the <br />occupation of which is likely to cause the loss of human life and the <br />destruction of property, and that the imprudent occupation of these flood <br />plains will pose a con.tinuing and greater future danger to life and property, <br />unless proper regulatIons are adopted concerning their use and occupation. <br /> <br />(B) It is the purpose of this Ordinance to promote the public health, safety and <br />general welfare by provisions designed to: <br /> <br />1. Permit only such uses within the designated flood plains as will not <br />endanger life, health, public safety or property in times of flood, <br /> <br />2. Prohibit the placement of fill, materials: and structures which would <br />obstruct flood flows or cause potentially damaging debris to be carried <br />downstream. <br /> <br />3. Minimize expenditure of public funds for costly flood control projects. <br /> <br />4. Minimize rescue and relief efforts, generally undertaken at the expense of <br />lhe general public, <br /> <br />5. Minimize business and commerce interruptions. <br /> <br />6.
