CONTINUED PLAN MA~ANCE <br /> <br />Successful implementation of a Flood Emergency Action Plan during <br />a flood requires a high level of communication, cooperation, and coordination <br />among public and private entities. Preparedness activities are the <br />responsibilities of the local govemment (Canon City and Fremont County <br />Officials in this case), along with private individuals and businesses that are <br />located within the different floodplains. All should be at a level of readiness <br />sufficient to effectively deal with a flood before a flood event occurs. <br /> <br />Preparedness should start with a thorough familiarity with all sections <br />of this report. City and County officials, along with their administrative <br />personnel should be fully informed of expected actions. For business and <br />individuals, it is suggested a letter stating they are located in the floodplain <br />and what is expected of them in the event of flooding be mailed to the <br />individuals/addresses shown in Appendix C. This could be done every spring <br />to remind people flood season is coming. <br /> <br />The following paragraphs describe activities necessary in maintaining <br />a community level of preparedness. <br /> <br />1. Administrative - The City Counci/lCity Administrator has overall <br />responsibility for preparedness activities within Canon City and therefore <br />overall responsibility for upkeep of information contained in this plan. <br /> <br />2. Trainina - Each agency and organization with a designated role in <br />this plan should be familiar with its responsibilities before an Arkansas <br />River flood emergency. The Director of each designated agency is <br />assigned the task of familiarizing their staff with the plan including their <br />individual responsibilities in fulfilling response actions. <br /> <br />The main purpose of advance training is to have a workable, fluid <br />system with capable people in responsible positions. A smoother operation <br />will occur if each agency is trained and aware of its assignments w:mr to a <br />flood emergency. Participants are urged to receive training and make <br />available new information and technological advances so that it may be <br />incorporated into a revised plan. Assistance with the training effort can be <br />obtained from the Fremont County Emergency Director. <br /> <br />3. Exercise and Drills - To demonstrate preparedness, this plan <br />should be exercised on an annual basis. The minimum exercise should <br />consist of a test drill of the communications network as described on Figure <br />4 entitled Flood Warning Dissemination Plan.
