e

e

e

Ideally, individuals in residences and businesses in these zones
should identify their properties on these maps and be familiar with an
evacuation route and other emergency procedures as described in this
plan before a flood event occurs (See Section 6 of Chapter 7 - Continued
Plan Maintenance).

Actions should be modified as appropriate for flood levels that are
below, intermediate, or above the ones listed. Generally, as flooding
becomes more serious, implementation of actions will require greater
resources.

The following list of actions should be accomplished as soon as
possible corresponding to the level of threat previously identified.

LEVEL 1 RESPONSE ACTIONS

If the flood crest is forecast to be in the BLUE or 50-YEAR flood zone at the
Canon City gage location, the following actions should be implemented:

1. Persons in BLUE zones should take precautions and evacuate.
Appendix C identifies the structures located in the BLUE flood zone.

2. Provide traffic control (barricades, Enforcement Officers, etc.) in
and near flooded areas. Roads that could be affected should also be closed.
Roads that have been identified as being affected include portions of the
following roads (See Plates 2-20 for flooded road locations):

CHESTNUT
DOUGLAS
EIGHTH
FOURTH
FOWLER

FRAZIER
MULBERRY
NINTH
PARK
RIVERSIDE

SECOND
SELL
VINE

3. City and County Offices should be fully operational and working in
coordination with the County Emergency Operations Center (EOC). State,
Federal, and other agencies should also be closely coordinating their
activities with the EOC. Lines of communications are established as
necessary.

4. Identify vulnerable areas where sandbags could be placed. See
Appendix D for information on policies and use of sandbags. See Appendix
K for information on Corps Flood Fighting Instructions.

5. Raise and remove equipment in the PURPLE zone. Evacuate
residences and businesses from the PURPLE zone if raising of the property
is determined not adequate, or the flood is predicted to crest in the PURPLE
zone.

6. The following is a list of potential shelters in the Canon City area
that could be utilized during a flash flood or river flooding (also see Plate 27):

22

.. Most flood
related deaths
happen to people
in cars

= Only six inches
of flowing water
can sweep a car
off a road.

...
