<br /> <br />e <br /> <br />e <br /> <br />e <br /> <br />3.4 Role of Canon City Citv Council/Citv Administrator <br /> <br />Upon receipt of a flood forecast, the City CounciVCity Administrator <br />will consult with appropriate City and County officials. As soon as conditions <br />warrant, the City CounciVAdministrator should: <br /> <br />1. direct a spotter from the Canon City Police or Fire Department to <br />predesignated locations to increase surveillance, when such action is <br />necessary. Suggested predesignated locations include the gage location, <br />Fourth Street Bridge, and the Raynolds Avenue Bridge. <br /> <br />2. identify the Level of Threat (next Section) for purposes of warning <br />dissemination (Section 4) and for selection of emergency response actions <br />(Chapter 5). <br /> <br />3.5 Levels of Flood Threat <br /> <br />The 10-, 50-, 100-, and 500-year flows developed in the Floodplain <br />Information Report (reference 1) for the Arkansas River at Canon City are <br />used to identify the level of flood threat. In addition, using the developed data <br />from the report, the 50-year and 500-year floodplains were also plotted on <br />the existing 100-year floodplain maps. Plates 2-20 show the flood zones <br />along the Arkansas River located within the Canon City limits corresponding <br />to the different levels. The flood zones are divided for each inundation area <br />and are color coded for ease of recognition. <br /> <br />Flows from the 10-year flood event up to the 50-year flood event are <br />identified as LEVEL 1 and shown as a BLUE zone. Flows from the 50-year <br />flood up to the 1 OO-year flood event are identified as LEVEL 2 and shown as <br />a PURPLE zone. Flows from the 100-year flood up to the 500-year flood <br />event are identified as LEVEL 3 and shown as a RED zone. <br /> <br />It is important to note these maps reflect conditions as they were in <br />1977. Houses and other structures built in the floodplain since 1977 are not <br />shown on the maps, but are listed on the address notification list shown in <br />Appendix C. However, this also is only current as of December 1995, and <br />therefore field personnel should be cautioned to be on the lookout for other <br />structures also obviously located in the floodplain. It is suggested that city <br />officials add to the list when new structures are permitted to build in the <br />floodplain. <br /> <br />To identify the Level of Threat, the City Council/City Administrator <br />should consider the following: <br /> <br />1. predictions from the National Weather Service on flood crests and <br />forecast conditions (mainly more precipitation is expected), <br /> <br />2. the existing water level heights provided by the spotters at the <br />designated locations, and <br /> <br />3. any other information available. <br /> <br />10 <br /> <br />- <br />- <br />e <br /> <br />10-Year to <br />50-Year Event <br /> <br />50-Year to <br />lOO-Year Event <br /> <br />100-Year to <br />SOD-Year Event <br />
