e

e

e

(c) A FLASH FLOOD WARNING is normally issued by the Pueblo
office for the Canon City area if the Arkansas (or even the tributaries of the
Arkansas) are expected to reach levels where significant damage will occur.
These forecasts will normally be based on the anticipation of future rainfall
in the area, and may not include forecasts of actual river levels, especially
on tributary streams, since in most cases such streams are not gaged.

In addition to watches and warnings, river or flood statements may
be issued by Denver or Pueblo to keep agencies and the public apprised of
river conditions.

3.2 Role of Canon Citv Police. Fire and Fremont County Sheriff's
DeDartments

After notification from the National Weather Service or if someone
from the public, etc. has called to report high precipitation readings or have
observed high flows from tributaries in the area, it is the Police, Fire, or
Sheriff's Dispatcher's responsibility to notify the Fremont County Emergency
Management Director or designated alternate. All staff should be placed on
alert and await further instructions from the Emergency Management
Director or from the City CounciVCity Administrator.

3.3 Role of Fremont County Emergencv Management Director

After notification from local officials, the Emergency Director of
Fremont County initially will:

1. verify with the National Weather Service Forecast Office in Pueblo
(or Denver) conceming the likelihood, timing, and severity of the flood threat.

2. With an impending flood, notify the City CounciVCIty Administrator
of Canon City of the observed river levels, rates of rise, and that the
possibility of flooding exists.

3. Activate the County Emergency Operations Plan

4. Consider activation of the Emergency Operations Center (EOC)

5. have someone call the Colorado Division of Water Resources
.Watertalk" Hotline at 303-831-7135 to also monitor the flow (in cfs) at the
gage. The gage transmits every 4 hours but during emergencies can be
programmed to transmit every 15 minutes. The hotline requires a division
and station#. The required inputs are division 2 and station 64 followed by
an asterisk (*). A large flood event may wash the gage away.

In addition, the Colorado Division of Water Resources in Pueblo has
responsibility for this gage. They are available to provide gage height, stage
and other useful river data information (See Figure 3). Their phone number
is 719-542-3368.

9

!'i Plash Plood
Watch - "keep
informed"

::.
