<br />the Burlington Northern Railroad embankment failed near the 1-25 crossing as a result of gravel <br />pit capture of the floodwaters, <br /> <br />Fort Collins, typical of towns located along the FrOnt Range of the Rocky Mountains, is subject <br />to potentially devastating floods, The Cache La Poudre River and its tributaries, and dam <br />failures associated with Horsetooth Reservoir and water storage reservoirs located far upstream <br />at the headwaters of the Cache La Poudre River, are the primary flood hazards, <br /> <br />Fort Collins has not had a large magnitude flood in over 90 years, Since this time, the population <br />,has increased from 1,376 residents in 1880 to nearly 100,000 in 1995, The number of people and <br />structures located in the floodplain has also increased, <br /> <br />In order to reduce the potential loss oflife and pe1'l!onal property, the City of Fort Collins <br />Stormwater Utility Floodplain Management Program was established, By utilizing a variety of <br />management tools such as outreach projects to inCtease public awareness of the hazard and flood <br />protection measures, establishing local policy and ordinances to regulate floodplain development, <br />adopting design criteria for structures located in the floodplain, flood preparedness and warning <br />activities, acquisition of floodplain land, providina informational services such as map <br />determinations for property buyers and sellers, drainage system maintenance, and maintaining <br />the most up-to-date scientific information available on the local flood and erosion hazards, the <br />potential for loss of life and property is substantially reduced, <br /> <br />It is the responsibility of the City of Fort Collins Floodplain Management Program to manage <br />floodplains to promote the public health, safety and general welfare and to minimize public and <br />private losses due to flood conditions, It is also the responsibility of the floodplain management <br />program to provide for the highest quality oflife possible to the residents of Fort Collins with <br />regard to management of the City's floodplains as a natural resource, <br /> <br />Stormwater Utility Vision Statement <br /> <br />The Stormwater Utility staff developed a "Vision Statement" with regard to; 1) the overall vision <br />and direction of the Stormwater Utility for the future; 2) the steps and resources required to get <br />there, and; 3) the expected standard of services provided to the City residents, 1be portion <br />pertaining to the floodplain management vision states: <br /> <br />"Our focused floodplain administration exceeds the federal standards, and <br />optimizes our ability to meet City Goals by recognizing and managing the <br />floodplain to balance the envirorunent and economic development Our residents <br />benefit from our nationally reCOgnized CRS program and our staff trained in <br />emergency flood response," <br /> <br />These management guidelines were prepared with the intent of the Stormwater Utility vision in <br />mind. <br /> <br />4 <br />
