<br />,This is in response to a request for a revision to the effective Flood Insurance Study (FIS) and National Flood
<br />Insurance Program (NFIP) map for your conununity. Specifically, this responds to a letter dated September
<br />12, 1995, from Mr. Dan Bunting, Regional Floodplain Administrator, Pikes Peak Regional Building
<br />Department, regarding the effective FIS report and Flood Insurance Rate Map (FIRM) for the City of
<br />Colorado Springs, Colorado, With his letter, Mr, Bunting provided additional infonnation to support his
<br />August 16, 1995, request for a Letter of Map Revision (LOMR), Mr, Bunting requested that the Federal
<br />Emergency Management Agency (FEMA) revise the effective FIRM to show the effects of revised
<br />topography and improved roadway crossings at Galley Road and Powers Boulevard along Sand Creek
<br />between East Platte Avenue and the Colorado & Eastern Railroad.

<br />All data required to complete our review of this request were submitted with Mr, Bunting's August 16 and
<br />September 12 letters, and a letter dated September 26, 1995, from Mr, Richard No Wray, P,E" Principal,
<br />Kiowa Engineering Corporation, Because this LOMR shows the effects of a publicly sponsored flood-
<br />control project that reduces flooding to existing development, fees were not assessed for the review,
<br />
<br />We have completed our review of the submitted data and the flood data shown on the effective FIRM and
<br />have revised the FIRM to modify the elevations and floodplain and floodway boundary delineations of a
<br />flood having a I-percent chance of being equaled or exceeded in any given year (base flood) along Sand
<br />Creek from East Platte Avenue to Powers Boulevard (at the corporate limits),
<br />
<br />As a result of this project, the base flood elevations (BFEs) increased from East Platte Avenue to
<br />approximately 1,400 feet upstream of East Platte Avenue. The maximum increase in BFE, 0,75 foot, occurs
<br />approximately 1,130 feet upstream of East Platte Avenue, The BFEs decreased from approximately
<br />1,400 feet upstream of East Platte Avenue to Powers Boulevard, The maximum decrease in BFE, 14 feet,
<br />occurs just downstream of Galley Road, The width of the Special Flood Hazard Area (SFHA) increased and
<br />decreased along the entire revised reach, The maximum decrease in SFHA width, 450 feet, occurs
<br />approximately 750 upstream of Galley Road, The maximum increase in SFHA width, 50 feet, occurs
<br />approximately 1,375 feet downstream of Palmer Park Boulevard, The floodway width increased and
<br />decreased along the entire revised reach, The maximum decrease in floodway width, 50 feet, occurs
<br />approximately 350 feet upstream of East Platte Avenue, The maximum increase in floodway width, 35 feet,
