EXHIBIT A SCOPE OF WORK CITY OF STERLING & LOGAN COUNTY, COLORADO Flood Hazard Mitigation Feasibility Study December 3, 1997 Contractor For the purposes of this project, the consulting engineer (Contractor) shall be the firm of ICON Engineering, Inc, The Colorado Water Conservation Board (CWCB) is the project owner. The maximum State funding to the Contractor for this project is $15.150.00. Summarv of ReQuested Work The Contractor shall perform field investigations, technical analyses, report writing, and other tasks necessary to complete selected portions of the desired engineering project. The engineering project for this Scope of Work is the Flood Hazard Mitigation Feasibility Study (Project) for the City of Sterling, and Logan County, Colorado, Completion of this project will be performed through a cooperative effort by the Contractor, the CWCB, the City of Sterling, Logan County, and, the Omaha'District of the U.s. Army Corps of Engineers. Project assignments and responsibilities are outlined in a later section of this Scope of Work. Authoritv According to Section 37-60-106(1)(c) of the Colorado Revised Statutes, the Colorado Water Conservation Board has the power and duty: "... to devise and formulate methods, means and plans for bringing about the greater utilization of the waters of the state and the prevention of flood damages therefrom. . ," Proiect Location The project area is located in northeastern Colorado, Sterling and the Project area are within Logan County, which is approximately 120 miles northeast of Denver, A vicinity map of the project areas is attached as Figures 1 a & 1 b. Watershed Under Study The watershed of interest is the Pawnee Creek basin, which is within the South Platte River basin. The basin is a left bank tributary with its confluence to the South Platte River located upstream of Sterling, Colorado, The basin's drainage area is approximately 645 square miles above US Highway 6 near the town of Atwood, Colorado. The watershed is mainly native grass within localized regions of cultivated agriculture.
