WHEREAS, the Colorado

WHEREAS, the U.S. Soil Conservation Service has previously
completed a report entitled "Flood Hazard Analyses, Sand Creek,
City of Colorado Springs and El Paso County," dated July, 1983;
and

WHEREAS, the Colorado Water
requested by El Paso County and the
approved and designated said report
October 31, 1973; and

WHEREAS,. Lovejoy and williams, Inc., a
engineering firm, has previOUSly completed a report
tributaries of Sand Creek, dated June, 1974; and

on certain

WHEREAS, the Colorado Water Conservation Board, as
requested by EL Paso County, approved and desigriated said
report by Resolution No. 36 on December 4, 1974; ahd

WHEREAS, new hydrologic. topographic and hydraulic
information and data have been developed by the Federal
Emergency Management Agency for certain stream reaches listed
in Table 2, attached' hereto and by this reference incorporated
herein.; and

WHEREAS, said new information and data replaced information
and data contained in the previously designated and approved
reports listed in Table 2; and

WHEREAS. those portions of Resolution Nos. 16, 27, 30, 36,
42, and 91 pertaining to the stream reaches listed in Table 2
need to be rescinded; and

WHEREAS, said Flood Insurance Study describes and outlines
the floodplain data and information for the storm and
floodwater runoff channels or basins listed in Table 3,
attached hereto and by this reference incorporated herein;

WHEREAS, the Federal Emergency Management Agency has
prepared and included in the said Flood Insurance Study for the
stream reaches listed in Table 4. attached hereto and by this
reference incorporated herein, flOOdplain delineations prepared
by approximate methods; and

WHEREAS the City of Colorado Springs has requested the
Colorado Water Conservation Board to designate and approve the
floodplain areas as set forth in the aforesaid report; and
