<br />Appendix D- Outline of <br />Proposed Flood Warning and <br />Evacuation Plan <br /> <br />Note: The updated town phone list of 84 <br />residents living in the floodplain will be di- <br />vided into three specific hazard zones (A-C) <br />in response to the information gathered from <br />the 1969 flood when the town was effectively <br />split into three parts. <br /> <br />Flood Mode 1: <br /> <br />Normal operations and monitoring in effect. <br /> <br />Flood Mode 2: <br /> <br />The meteorological potential of a flood pro- <br />ducing storm has been observed. Rain may <br />or may not be occurring. The affected agen- <br />cies (JVFD) are notified to mobilize for pos- <br />sible flood warning. <br /> <br />A) JVFD begins rainfall documentation, rain <br />gauge and stream levels monitored <br /> <br />B) Weather updates monitored on radio <br />channel, Red 1 <br /> <br />C) A pager "tone" for JVFD of Flood Mode 2 <br />status <br /> <br />D) Hazard Zones A-C Phone lists assigned to <br />JVFD members <br /> <br />Flood Mode 3: <br /> <br />with estimated levels of severity and af- <br />fected hazard areas are notified. <br /> <br />A) JVFD Incident Command System initi- <br />ated. <br /> <br />B) Hazard Zones A-C phone list initiated and <br />calls documented for flood warning and <br />evacuation <br /> <br />C) Command Post opened at the Elementary <br />School <br /> <br />D) Tanker 20 to remain on North side of the <br />James Creek and Engine 50 to proceed to the <br />School if possible <br /> <br />E) Rain gauges and stream levels monitored <br />and documented <br /> <br />Flood Mode 4: <br /> <br />Flooding is occurring <br /> <br />A) Resident rescue requirements assessed, <br />road, bridge, and water plant status docu- <br />mented <br /> <br />B) Structure and utility damage control in- <br />itiated with sand bagging, mobilizing heavy <br />equipment, use of civilian volunteers <br /> <br />C) Assess evacuation center (School) needs <br /> <br />D) Notify county of resource status in town <br /> <br />Floodinl! will occur in snecific drainal!e's <br />Figure -23 Outline of Propotled JVFD Evacuation Plan <br /> <br />23 <br />
