Cooperative partnerships will help drive Boone's participation in FEMA's Project
Impact initiative, Designated in December 1998, Boone will build on its current
momentum to become more resistant (Q
disasters, More work will identify and
evaluate existing and future hazards,
Town ordinances that address these
hazards, and the development review
process, may be modified, A key activity
wiil be the public education program to
build support for the overall flood mitiga-
tion program, and in the process, keep
flood conditions from worsening,"

The town expects to continue evaluation
of capital improvement projects for each
problem in the study area, Some solu,
tions may be non~structural, while others
may be structural. Structurai mitigation
measures include such activities as increasing the capacity of culverts and bridges,
constructing detention and peak flow reduction facilities, and removing debris, If
implemented, these measures will be evaluated following each major flood, and
adjustments will be continually made,

Hazard Mitigation Planning Initiative (HMPI) - The Next Step, The Town of

Boone is one of the state's demonstration communities participating in the HMPI.
The Plood Hazard MitigationlStormwater Management Plan will be the centerpiece in
a sustained effort to reduce the vulnerability to ail hazards, Boone has developed

one of the richest and most comprehensive databases in the state to use in pre-
disaster mitigation planning and to support post, disaster response and recovery.

Public outreach and education will be emphasized under the HMPI and Project
Impact, Efforts are underway to reach out to Appalachian State University and the
business community to include them as full partners in an ail, hazards approach to
risk reduction and sustainable development.

Finally. environmental, natural resource, and \,vater quality issues will continue to
be important elements in Boone's long-term strategy to link hazard mitigation,
sustainable development, and quality of life improvements, With funding From the
Clean Water Management Trust Fund, the town is addressing the complex, interre-
lated issues of water quality, reduction of sedimentation, and restoration of
stream banks through bio-remediation techniques,
