Emphasis on Community Interaction <br />and Information Exchange, One of the <br />goals of the HMPI is to facilitate dialogue <br />among communities regarding challenges <br />and opportunities associated with the <br />plan's development and implementation. <br />Workshops and forums are convened that <br />enable community leaders to share experi~ <br />ences, lessons learned, and innovative <br />mitigation techniques. Future workshops <br />will emphasize participation from business <br />leaders. <br /> <br />. Emphasis on a Regional Approach to Vulner- <br />ability Reduction. Since natural hazards and <br />their impacts transcend political boundaries, it <br />is increasingly recognized that hazard <br />mitigation plans should be viewed from a <br />regional perspective. vVith this is mind, the <br />CGIA is conducting a study CO coordinate <br />and analyze hazard data, existing land use <br />patterns, population densities, projected future land uses, <br />infrastructure data, and other information on a regional scale. These data <br />will be used to develop a regional, multi~hazard approach, and will allow state <br />officials to monitor variables that may contribute to increasing risks such as <br />floodplain encroachment. <br /> <br />. Emphasis on Public-Private Partnerships. Recent disasters have shown that a <br />key to recovery is the ability of businesses of all types and sizes to resume <br />operations following hazard events. Acknowledging this, an increasing <br />number of communities in North Carolina and across the nation are forming <br />public'private partnerships, The partnerships bring cogether the leaderShip <br />and expertise of business, state and local government, utilities, research and <br />academia, non~profit groups, and other community organizations to develop <br />integrated strategies to reduce exposure to hazards and make post ~disaster <br />recovery easier. Partnership activities include: <br /> <br />_ Awareness and Education activities to inform citizens and businesses about <br />the nature and impact of hazards, the implications of temporary loss of <br />services (e.g., electric power, water supply) for business continuity, and <br />steps that can be taken before, during, and after a disaster to reduce <br />damage, injuries, and loss of life. <br /> <br />- Integrated Business and Community Vulnerability Assessment training <br />programs to integrate business and government approaches for identifying <br />hazards and assessing risks. <br /> <br />_ Sustainable Public~Private Partnerships workshops on how to recruit <br />business leaders, how to use committee structures to implement programs, <br />and how to identify indicators of progress. <br /> <br />- Integrated Response and Recovery Plans for Business and Local Govern- <br />ment workshops to target business continuity planners and state and local <br />emergency managers.
