<br />The HMPI is a long,term initiative that is guided by the following objectives: <br /> <br />. To reduce the long-term vulnerability of communities in North Carolina, <br /> <br />. To promote insti[Ution~building and local capacity to carry out mitigation <br />strategies, <br /> <br />. To use incentives to promote community mitigation actions, <br /> <br />. To involve business as full partners in local mitigation strategy development <br />and implementation, <br /> <br />. To link the HMPI with state efforts to promQ(e sustainable development, and <br /> <br />. To incorporate the principles of mitigation into the daily decisions and routines <br />of all citizens of North Carolina. <br /> <br /> <br />The NCEMD is taking a phased approach to the implementation of the HMPL The <br /> <br />key features of the initiative include: <br /> <br />. Designation of "Demonstration Communities." Eleven communities that <br />vary in size, demographic profile, hazard vulnerability, and technical capability <br />were selected to serve as demonstration communities: City of Char]otte~ <br />Mecklenburg County; City of Wilmington-New Hanover County; City of <br />Kinston; the towns of Elizabethtown, Boone, and Washington; and the counties <br />of Johnson, Pender, Franklin, Craven, Carteret, and Lenoir. Each was awarded <br />HMGP funding to develop a local mitigation plan that is tailored to its unique <br />characteristics. These communities are a microcosm of North Carolina. The <br />objective is to learn from their experiences and to expand the HMPI to the rest <br />of the state, <br /> <br />. Emphasis on Interdisciplinary Technical Assistance. The NCEMD has <br />assembled a team of technical and planning experts to assist the HMPI <br />communities. In the process, the state has effectively linked key institutions <br />and organizations that have roles in various aspects of hazard mitigation, <br />including government agencies, academia, consultants, and the private sector. <br />For example, technical assistance for plan formulation is provided by the <br />Mitigation Planning Initiative Group (MPIG) from the University of North <br />Carolina at Chapel Hill, The North Carolina Center for Geographic Information <br />and Analysis (CGIA) provides data on hazards and vulnerability, Other state <br />agencies are involved, including the Division of Community Assistance and the <br />Division of Coastal Management. Geographic Technologies Group Inc., <br />provides GIS training to HMPI communities to support hazard identification <br />and vulnerability assessment. <br /> <br />A by'product of the HMPI is the critical mass of interdisciplinary technical <br />expertise that has been brought together to develop products and build local <br />capacity to undertake mitigation <br />planning. The initiative has acce]er~ <br />ated the institutionalization of <br />hazard mitigation and sustainable <br />development in North Carolina. <br /> <br />The MPiG produced three manuals <br />to support the HMPI. One manual <br />provides an overview of the mitiga~ <br />tion planning process, Another is a step,by,step planning workbook for <br />smaller jurisdictions. The third manual is a compendium of "tools and <br />techniques" that are available to local governments in North Carolina. <br /> <br />. Emphasis on a Tailored Approach to Hazard Mitigation. Acknowledging that <br />each community has varying needs, priorities, and capabilities, the NCEMD <br />has formed an interdisciplinary technical assistance team to work closely with <br />each demonstration community.
