Funds also are slated to support meetings with other state agencies <br />to identify programs that support multiple goals, including sustainability, FMAP <br />funds for projects are used to acquire homes that have sustained repetitive flood <br />damage, FMAP technical assistance funds, provided to the state, may be combined <br />with project grants or used for training and outreach, <br /> <br />Community Development Block Grant <br />The Community Development Block Grant (CDBG) is a federally funded program <br />that has been used to support post,disaster hazard mitigation and recovery in <br />North Carolina, Administered by the North Carolina Division of Community <br />Assistance (DCA), the CDBG provides grants to entitlement communities (metro, <br />politan cities and urban counties) and non,entitlement communities (cities and <br />counties with populations fewer than 50,000), The primary goal of the CDBG is to <br />improve the living standards for low, and moderate,income persons, In practice, <br />the CDBG has been used to link social programs with hazard mitigation programs <br />to achieve multiple community objectives, <br /> <br />The communities of Boone, Kinston, and Charlotte have effectively used the CDBG <br />in combination with federal, state, and local funding sources to develop and <br />implement mitigation projects, CDBG funds can be used for a wide range of <br />activities, including: <br />. acquisition of real property; <br />. clearance; <br />. relocation; <br />. housing rehabilitation; <br />. public services; <br />. public facilities and improvements (such as water and sewer facilities, streets, <br />and neighborhood centers); <br />. micro-enterprise assistance; <br />. homeownership assistance; and <br />. special economic development activities. <br /> <br />State Acquisition and Relocation Fund <br /> <br />Recognizing that communities that received HMGP funding following Hurricane <br />Fran had unmet needs, the North Carolina General Assembly created the State <br />Acquisition and Relocation Fund (SARF), The following activities are eligible: <br /> <br />. replacement housing assistance, including relocation assistance for rehabilita- <br />tion of homes that are elevated~in-p]ace; <br /> <br />. acquisitions that are not eligible for HMGP, but that help complete a planned <br />project: <br /> <br />. certain administrative costs; and <br /> <br />. unexpected needs, not covered by HMGP but which may arise during a <br />mitigation project. <br /> <br />SARFs have provided the state with a flexible tool to supplement HMGP assistance <br />to eligible communities, Under certain circumstances, SARFs can also be used to <br />assist in the relocation of families whose homes have been purchased under HMGP <br />funds, As one official notes: <br /> <br /> <br />L'~4~ 1'" <br />", " <br />
