<br />Flood Mitigation Assistance Program
<br />
<br />In North Carolina and most other states, flooding has caused more damage to
<br />homes, businesses, and public infrastructure than any other natural hazard, Of
<br />particular concern to floodplain managers are the repetitive loss properties that, in
<br />the absence of focused mitigation initiatives, continue to account for a dispropor-
<br />tionately higher percentage of NFlP payments'5
<br />
<br />Created as a part of the National Flood tnsurance Reform Act of 1994, the Flood
<br />Mitigation Assistance Program (FMAP) is available to eligible communities every
<br />year, not just after major flood disasters, In North Carolina, FMAP is administered
<br />by the NCEMD,
<br />
<br />The primary goal of the FMAP is to reduce or eliminate the long-term risk of flood
<br />damages to the built,environment, with emphasis on reducing the number of
<br />repetitively or substantially damaged structures and the associated NFIP insurance
<br />claims. This is accomplished through financial assistance to states and communi-
<br />ties in the form of planning grants, project grants, and technical assistance grants,
<br />Since 1995, North Carolina has received $1, I million through FMAP
<br />
<br />FMAP funds for planning have been targeted for communities to develop local
<br />hazard mitigation plans, Because these funds are not linked to a specific disaster,
<br />FMAP provides a means to increase the number of communities participating in
<br />
