WHEREAS, Howard. Needles. Tammen & Bergendoff, under
contract with the Federal Emergency Management Agency,
completed in March 1980 a report entitled "Flood Insurance
Study, Douglas County, Colorado, Unincorporated Areas"; and

WHEREAS. said report included detailed floodplain
information for East Plum Creek and Carpenter Creek, and
floodprone areas (Zone A), which are approximate floodplains,
for East Plum Creek within the 1987 corporate limits of the
Town of. Larkspur; and

WHEREAS. the Colorado
