<br />26. EVALUATION OF URBAN FLOOD DAMAGE <br /> <br />a. Urban Damage. Appraisal was made of each residence on the <br />basis of the estimated value and type of propertyandoontents, and <br />the observed depth of flooding. These appraisals are-aummarized in <br />table 7. <br /> <br />b. Businesa and Industrial Damalte. Owners or managers of <br />cOllllDercial establishments were the main source of information as a <br />basis for business and industrial damage estimates. Information per- <br />taining to inventories, gross revenue, p~rolls, and plant valuations <br />was obtained for detailed analysis of flood damages. Possible losses <br />due to business shutdown, loss of wages, rehabilitation, and other <br />abnormal operations were noted. <br /> <br />c. Other Commercial Damage. Municipal, utility, and transporta- <br />tion losses were obtained through the assistance provided by responsible <br />local officials. Costs of flood fighting, evacuation and welfare ser- <br />vices were obtained from the responsible agencies and applied to relative <br />estimates of rural and urban damages. Estimates for these costs are <br />summarized for each urban center where the expenditure was made. <br />Detailed estimates are shown in table 7. <br /> <br />27. URBAN DAMAGE <br /> <br />a. Great Falls. Flooding in the western part of Great Falls <br />resulted from overflow of the Sun River and backwater effects on the <br />Missouri River caused by high inflows from the Sun River. Combined <br />flooding along the two streams caused a total estimated darnageof <br />approximately $4,410,000. Depths of 10 to 12 feet were noted on <br />several homes located in low lying areas. Residential damage vas <br />estimated at more than $3,160,000 and commercial damage was- estimated <br />at nearly $200,000. Damage to streets -and utilities exceeded $1,000,000. <br />Varying degrees of damage were sustained by 681 homes and 24 business <br />establishments. Approximately 3,000 persons were evacuated from the <br />flooded- arear -1le-SCUe- (#perat:l.on&. - -:!'1oed -:!'ighting,and- veH'=e- as sist1lllce <br />cost about $47,000. <br /> <br />b. Manchester. The small community of Manchester, located about <br />3 miles west of-Great Falls , was almost completely inundated by the <br />Sun_ River to depths up to 7 feet. Twenty homes sustained estimated <br />damages of nearly $47,000. No business estabiisbments are looated in <br />the cOlllllluni ty . <br /> <br />c. Vaughn. Vaughn is located on high ground and sustained no <br />flood damage in the town proper. However, a-new residential area <br />located on the Sun River flood plain south of Vaughn was flooded to <br />an average depth of about 8 feet. Dsmage to 38 homes exceeded $200,000 <br />and street and utility damage added another $40,000. The entire popula- <br />tion of about 150 persons was evacuated from the suburban area. <br /> <br />13 <br />
