Regulations for the Designation and Approval of Floodplains and of Storm or Floodwater
Runoff Channels in Colorado" (2 CCR 408-1); and

WHEREAS, Colorado Water Conservation Board has detennined that the hydrologic
methodology developed in the Guidelines for Determining lOO-Year Flood Flows for
Approximate Floodplains is appropriate for designation and approval of, approximate
floodplain information and for use in simple floodplain analyses for development such as open
space, agriculture, farm bridges, pole barns and individual single residential structures, but that
the methodology is not appropriate for development involving residential subdivisions greater
than 50 lots or occurring on sites greater than 5 acres, commercial construction, industrial
construction, construction of public transportation facilities or construction of flood control
activities;

NOW, THEREFORE, BE IT RESOLVED by the Colorado Water Conservation Board
in regular meeting assembled in Alamosa, Colorado, this 9th day of September 1996, that it
does hereby designate and approve as storm or floodwater runoff channels or basins those
streams, as listed in Table 1, described by detailed floodplain infonnation in said new report
dated March 4, 1987, for unincorporated areas of Chaffee County; and

BE IT FURTHER RESOLVED by the Colorado Water Conservation Board in regular
meeting assembled in Alamosa, Colorado, this 9th day of September 1996, that it does hereby
designate and approve as storm or floodwater runoff channels or basins those streams within
Chaffee County, as listed in Table 2, described by approximate floodplain information in said
new report dated March 4, 1987, that meet the criteria for the regression equation for Arkansas
River Basin Subregion ARK-6 as set forth in the Guidelines for Determining lOO-Year Flood
Flows for Approximate Floodplains, contingent upon the understanding that Chaffee County
will regulate the approximate floodplains on a case-by-case basis subject to a detailed
hydrologic and hydraulic analysis performed by a professional engineer and submitted by the
developer or development proponent; and

BE IT FURTHER RESOLVED that the Secretary of the Board is directed to send a
certified copy of this resolution to the Board of County Commissioners of Chaffee County; the
City of Salida; the Town of Buena Vista; Town of Poncha Springs; the Colorado Office of
Emergency Management; the U.S. Army Corps of Engineers, Albuquerque District; and the
Federal Emergency Management Agency.

5

-
