<br />Minimum Criteria Per 44 CFR 206.434 (b) <br /> <br />This project is in conformance v.ith the State of Colorado 409 Plan, Utility and Water Resource <br />Division. Initial contacts have been made with appropriate environmental agencies as indicated <br />on the attached checklist. Construction of this project will constitute a stand alone solution for <br />flooding on a portion of Pawnee Creek. The proposed solution has been determined by the <br />engineering firm preparing the application to be C<lst-effectiv,e with a benel'it cost ratio of <br />greater than one. Construction of the improvements will substantially reduce the risk of future <br />darnage, hardship, loss and suffering resulting from flooding. Improvements are proposed to <br />reduce the risk from flooding along a portion of Pawnee Cre(:k that has caused devastating <br />damage three times in the past 62 years. Bas(:d upon initial estimates prepared by the <br />applicant's engineers, the project will not cost more than the anticipated value of the reduction <br />in both direct damages and subsequent negative impacts to the area where both costs and <br />benefits are computed on a net present value basis. Several altematives have been investigated, <br />and the selected alternative has been determined to Ix: the most acceptable altemative. A total <br />of seven public meetings were held as a part of the study. <br /> <br />Cm;t Estimate of Proposed Project <br /> <br />A. The remainder will be <br />budgeted and given a high priority, pending approval of this HMGP application. <br /> <br />B. Funding Sources Other Than FEMA <br /> <br />Please refer to Section IV Attachments, Tab 2 for letters of funding commitment from City of <br />Sterling; Logan County; and the Colorado Water Conservation Board. Additional funding from <br />the State of Colorado is available through the CDOT as evidenced by the attached budget <br />outline. <br /> <br />11-2 <br />
