Specifically, this responds to a letter dated July 8, 1994, <br />from Mr. Dan Bunting, Regional FlOOdplain Administrator, Regional Building <br />Department, regarding the effective FIS report and Flood Insurance Rate Map <br />(FIRM) for the unincorporated areas of El Paso County, Colorado:. . Mr. Bunting <br />requested that we revise the effective FIRM to show the effects .of updated <br />topographic information, a channelization -project from the Colorado and <br />Eastern Railroad to North Carefree Circle, and existing culverts at <br />Constitution Avenue and North Carefree Circle that were not previously <br />modeled along Sand Creek. <br /> <br />All data required to complete our review of this request were submitted with <br />Mr. Bunting's letters dated May 24 and July 8, 1994. Because this Letter of <br />Map Revision (LOMa) shows the effects of a publicly sponsored flood-control <br />project that reduces flooding to existing development, fees were not assessed <br />" - <br />for the review. <br /> <br />We have completed our review of the submitted data and the flood data shown <br />on the effective FIRM, and have revised the FIRM to modify the elevations and <br />floodplain and floodway boundary delineations of a flood having a l-percent <br />probability of being equaled or exceeded in any given year (base flood) along <br />Sand Creek from the Colorado and Eastern Railroad to approximately 3,000 feet <br />upstream of North Carefree Circle. This revision is based on hydraulic <br />analyses performed to evaluate the impact of the channelization of Sand Creek <br />from the Colorado and Eastern Railroad to North Carefree Circle and the <br />effects of culverts at Constitution Avenue and North Carefree Circle. In <br />addition, the analyses reflect updated topographic information. As a result <br />of the revision, the Special Flood Hazard Area, floodway width, and the base <br />(lOO-year) flood elevations (BFEs) have been decreased along Sand Creek from <br />the Colorado and Eastern Railroad to approximately 400 feet upstream. <br />
