<br />. <br /> <br />. <br /> <br />. <br /> <br />requirements listed under the Board's "Rules and Regulations for the Designation and Approval of <br />Floodplains and of Storm or Floodwater Runoff Channels in Colorado" (2 CCR 408-1); and <br /> <br />WHEREAS, 100-year peak discharges within Boulder County for the streams listed in Table 2 <br />(as listed in said new hydrology addendum dated November 2000) were developed by the consulting <br />firm of Montgomery Watson utilizing the latest available CWCB regional regression equations entitled <br />"Guidelines for Determining I OO-year Flood FlowS for Approximate Floodplain in Colorado"; and <br /> <br />WHEREAS, a procedure for determining hydrology information in Boulder County and the <br />incorporated communities for the approximate floodplains as listed in Table 4 and for other <br />approximate floodplains of reservoirs, lakes, ponds, local storm drainage areas, and overflows from <br />irrigation ditches and canals has not been establi$hed by the CWCB; and those floodplain areas may <br />not be designated as approximate floodplain information without a procedure for estimating 100-year <br />peak flows, and therefore the local government should require that a detailed hydrologic and hydraulic <br />study be performed by a professional engineer and submitted by the developer or the development <br />proponent prior to any floodplain development in those cases; and <br /> <br />WHEREAS, hydraulic determinations for the approximate floodplains listed in Tables 3 <br />and 4 were prepared by FEMA using approximate hydraulic techniques approved under the Board's <br />"Rules and Regulations for the Designation artd Approval of Floodplains and of Storm or <br />Floodwater Runoff Channels in Colorado" (2 CCR 408-1); and <br /> <br />WHEREAS, there is a technical error in tile base mapping for the St. Vrain Creek floodplain <br />east of Hover Road in Longmont that needs to be n~ctified by FEMA; and <br /> <br />WHEREAS, there are various locations, especially near bridges and culverts, where Base Flood <br />Elevations shown on said FIRM panels do not match the profiles, and it generally appears the profiles <br />are correct; and <br /> <br />WHEREAS, there are several streams within the study area that are currently being <br />modified/restudied which will result in revised floodplains via the LOMR process, and the affected <br />communities would like to have the old information rescinded and the new information approved at the <br />appropriate time for the following streams: Gregory Canyon, Bear Canyon Creek, Boulder Creek, <br />Fourmile Canyon Creek, South Boulder Creek, Bullhead Gulch, Rock Creek, and Coal Creek; and <br /> <br />WHEREAS, there have been partial relocations of U.S. highway 287 throughout the county <br />that are not reflected on said FIRM panels, and the new Northwest Parkway (to be completed in the <br />year 2003) will also have impacts on floodplains within southeast Boulder County; and <br /> <br />WHEREAS, there are significant floodplain issues on St. Vrain Creek in the Del Camino area <br />of Weld County that may effect upstream areas in Boulder County; and <br /> <br />WHEREAS, Boulder County and incorporated communities should continue to regulate new <br />development and construction in floodplain areas on a case-by-case basis based on the information <br /> <br />6 <br /> <br />- <br />
