<br />the SPL-1 regression equation, as set forth in the Guidelines, may be estimated by utilizing an <br />applicable regression equation within a U,S. Geological Survey (USGS) hydrology publication; and <br /> <br />WHEREAS, a procedure for determining hydrology information in Logan County for <br />approximate floodplains of streams with drainage areas that fall outside the applicable range of the <br />Guidelines (or an applicable USGS hydrology publication), lakes, ponds, local storm drainage <br />areas, and overflows from irrigation ditches and canals has not been established by the Guidelines; <br />and those floodplain areas may not be designated as approximate floodplain information without a <br />procedure for estimating 100-year peak flows, and therefore the local government should require <br />that a detailed hydrologic and hydraulic study be performed by a professional engineer and <br />submitted by the developer or the development proponent prior to any floodplain development in <br />those cases; and <br /> <br />WHEREAS, the approximate floodplain information in said report, with included <br />Hydrology Addendum, for the unincorporated portions of Logan County which meets the criteria <br />for the Board's Guidelines meets the requirements for approximate information listed under the <br />Board's "Rules and Regulations for the Designation and Approval of Floodplains and of Storm or <br />Floodwater Runoff Channels in Colorado" (2 CCR 408-1); and <br /> <br />WHEREAS, the approximate floodplain information in said report with included <br />Hydrology Addendum for the unincorporated portions of Logan County which does not meet the <br />criteria for the Board's Guidelines does not meet all of the requirements for approximate <br />information listed under the Board's "Rules and Regulations for the Designation and Approval of <br />Floodplains and of Storm or Floodwater Runoff Channels in Colorado" (2 CCR 408-1), and <br />therefore cannot be designated; and <br /> <br />DESIGNATION AND APPROVAL ACTION <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Colorado Water Conservation Board in <br />regular meeting assembled in Denver, Colorado, this 21st day of July 1997, that it does hereby <br />designate and approve as approximate floodplain information the storm or floodwater runoff <br />channels and basins, as listed in Table 3 and as described by approximate floodplain information in <br />said Logan County Flood Insurance Study dated September 29, 1989, with included Hydrology <br />Addendum dated June 1997, that meet the criteria for the Board's Guidelines; and <br /> <br />BE IT FURTHER RESOLVED that the Colorado Water Conservation Board does hereby <br />designate and approve as detailed floodplain information the storm or floodwater runoff channels <br />and basins, as listed in Table 2, described by detailed floodplain information in said Logan County <br />Flood Insurance Study dated September 29, 1989 with included Hydrology Addendum dated June <br />1997; and <br /> <br />BE IT FURTHER RESOLVED that the Secretary of the Board is directed to send a <br />certified copy of this resolution to the Board of County Commissioners of Logan County; the City <br /> <br />5 <br />
