WHEREAS, Logan County, Colorado, has not requested the Colorado Water Conservation Board to rescind any of the approximate or detailed floodplain information contained in Resolution Nos. 147,216,310,326, and 451; and C.R.S AUTHORITY WHEREAS, Section 37-60-106(1)(c), Colorado Revised Statutes, requires the Colorado Water Conservation Board to assist in the prevention of floods and flood damages therefrom; and WHEREAS, Sections 31-23-301 and 30-18-111, Colorado Revised Statutes, provide that legislative bodies of local jurisdictions may provide zoning regulations for land uses on or along any storm or floodwater runoff channel or basin only after designation and approval by the Colorado Water Conservation Board; and WHEREAS, Section 37-60-106(1)(c), Colorado Revised Statutes, directs the Colorado Water Conservation Board to designate and approve storm or floodwater runoff channels or basins and to make such designations available to legislative bodies of local jurisdictions; and COMPLIANCE WITH CWCB TECHNICAL ~TANDARDS WHEREAS, the detailed floodplain infornlation in said report, as listed in Table 2, for the unincorporated portions of Logan County meets ;Jl1 of the requirements for detailed information listed under the Board's "Rules and Regulations for the Designation and Approval of Floodplains and of Storm or Floodwater Runoff Channels in Cc>lorado" (2 CCR 408-1); and WHEREAS, the approximate floodplain information for the South Platte River contained in said report, as listed in Table 3, for the unincorporated portions of Logan County meets all of the requirements for approximate information listed under the Board's "Rules and Regulations for the Designation and Approval of Floodplains and of Storm or Floodwater Runoff Channels in Colorado" (2 CCR 408-1); and WHEREAS, the hydrology information {or the remammg approximate floodplains for certain stream reaches in said report, with included Hydrology Addendum ,can be estimated in accordance with the CWCB's Guidelines for Detennining IOO-Year Flood Flows for Approximate Floodplains in Colorado (Guidelines); and WHEREAS, the 100-year flow for certaiIl stream reaches within Logan County may be estimated by utilizing the regression equation within the South Platte River Basin Subregion SPL-I, as set forth in the Guidelines, providing that the stream's drainage area falls within the applicable range for the SPL-l regression equation, as set fortl1 in the Guidelines; and WHEREAS, the 100-year flow for approximate stream reaches within Logan County which have drainage areas that are greater than 0,5 square mile and less than the applicable lower limit for 4 -
