..... .

2

confluence with Newlin Gulch and at the Lincoln Avenue and Jordan Road
crossing.

In addition, the FIRM has been revised to reflect modified elevations and
floodplain and floodway boundaries of a flood having a l-percent probability
of being equaled or exceeded in any given year (base flood) along Newlin
Gulch from its confluence with Cherry Creek to approximately 2,150 feet
upstream of Jordan Road. The base (lOO-year) flood elevations (BFEs) have
increased a maximum of 5 feet over the effective BFEs of which approximately
4,9 feet are due to the more detailed data and 0.1 foot is due to the
construction of the diversion channel. The BFE increases are from
approximately 1,000 feet upstream of the confluence with Cherry Creek to
approximately 2,000 feet upstream of Jordan Road. The SFHA has both
increased and decreased along the revised reach because of the BFE increases.
The Town of Parker is affected by the BFE and SFHA increases from just
downstream of Lincoln Avenue to just upstream of Lincoln Avenue and from just
downstream of Jordan Road to just upstream of Jordan Road. The BFE and SFHA
increases are not all contained on the requester's property.

The modifications are shown on the enclosed annotated copy of FIRM Panel
0070 C, for the Town of Parker, Colorado. This LOMR hereby revises this
panel of the effective FIRM dated March 2, 1993.

The following table is a partial listing of existing and modified BFEs:

Existing BFE Modified BFE
Location (feet)* (feet)*
Just downstream of Lincoln Avenue 5,803 5,807
Just downstream of Lincoln Avenue 5,804 5,808
Just downstream of Jordan Road 5,815 5,820
Just upstream of Jordan Road 5,819 5,821

*Referenced to the National Geodetic Vertical Datum, rounded to the nearest
whole foot

Public notification of the revised BFEs will be given in the Douglas County
Daily News-Press on or about September 14 and September 21, 1994. A copy of
this notification is enclosed. Any request for reconsideration must be based
on scientific or technical data. In addition, a notice of changes will be
published in the Federal Register. We encourage you to supplement this
notification by preparing an article for publication in your community
newspaper, This article should describe the changes that have been made and
the assistance your community will give in providing data and interpreting
the NFIP maps. Because this LOMR will not be printed and distributed to
primary users, such as local insurance agents and mortgage lenders, your
community will serve as a repository for the new data.

The revisions are effective as of the date of this letter; however, within
90 days of the second publication in the Douglas County Daily News-Press, a
citizen may request that the Federal Emergency Management Agency (FEMA)
reconsider the determination made by this LOMR. Any request for
reconsideration must be based on scientific or technical data. All
interested parties are on notice that, until the 90-day period elapses, the
