<br />57 <br /> <br />accrues to new development and that accrues to existing development. <br /> <br /> <br />The Special Costs shall be financed by the owners/developers of subdivi- <br /> <br />. <br /> <br />sions requesting approval after adoption of this ordinance and the General <br />Costs shall be financed through the city (or county) general fund. The <br />method of division shall be based on the relationship between the computed <br /> <br />reduction in average annual damages for new developments, and the computed <br />reduction in average annual damages for existing development plus the, <br />minimum monetary equivalent of non-quantifiable considerations to make <br /> <br />the project benefits equal the project cost. The exact method for divid- <br />ing the project costs using the damage-frequency plots of the Initial <br />Drainage Study shall be detailed in the amended criteria maintained by the <br />city (or county) engineer. <br />(c) Fees: <br /> <br />The projected amount and type of new development shall be used to <br /> <br />allocate the Special Costs of the sub-basin and basin Initial Drainage <br /> <br />Study plans.
