<br />48 <br /> <br />with the criteria set forth in Section 2l.05.02(d) by a registered <br />professional engineer retained by the owner/developer, and shall be <br />app~oved by the city (or county) engineer. A copy of the hydrologic <br />and hydraulic design calculations and the itemized estimate of the <br />costs of constructing the planned facilities shall be submitted <br />along with the plans. The city (or county) engineer shall not <br />approve the plans and specifications unless they are in substantial <br />conformance with the applicable basin and sub-basin drainage plans. <br />However, if the plans and specifications for the proposed drainage <br />facilities subject to adjustment under Section 2l.05.02(c) are deter- <br />mined not to be the most economical alternative available, and the <br />developer elects to provide a more expensive alternative, the city <br />(or county) engineer shall approve the plans and specifications if <br />the developer agrees to waive his eligibility for any credit in <br />excess of the city's (or county's) estimate of the cost of the most <br />economical alternative available. <br />(2) On-site Drainage Facility Guarantee: Prior to final approval of <br />a subdivision plat, the on-site drainage facilities required under <br />this Section 21.05 shall either be constructed by the owner/develop- <br />er and accepted by the city (or county), or shall be suitably guar- <br />anteed by the execution of a performance bond as provided in Section <br />(number of section in ordinance that discusses requirements for <br />performance bonds). <br />(3) Off-site Drainage Facility Guarantee: Prior to final approval <br />of a subdivision plat all off-site drainage fees applicable to the <br />proposed subdivision as required under Section 21.05.04 and as <br />adjusted under Section 21.05.02(c) shall be paid in full, and any <br /> <br />. <br />
