<br />46 <br /> <br />21.05.02 General Provisions <br />(a) Requirements: <br />No subdivision of land shall be approved in the (name of city or <br />county) until the owner/developer has suitably guaranteed the provision <br />for both on-site and off-site drainage and storm water runoff. <br />(1) On-site Drainage Facilities: The owner/developer of land to be <br />subdivided shall provide drainage facilities within his development <br />as determined by the city (or county) engineer to be necessary for <br />the drainage and control of stream and surface waters within his <br />development. These facilities shall in each case be large enough to <br />accommodate potential upstream runoff from areas inside and outside <br />of the city (or county) and of the subdivision in question without <br />altering existing flood elevations as shown in the city's (or <br />county's) Flood Hazard Boundary Map. The size of the facility shall <br />be determined by the city (or county) engineer, who shall base his <br />determination on the applicable basin and sub-basin plans, the (name <br />of city or county) Master Land Use Plan and any other appr~priate <br />land use planning documents. The cost of constructing drainage <br />facilities to accommodate potential upstream runoff from land other <br />than that being subdivided shall be shared by the owner/developer <br />and the city (o~ county) in accordance with Section 21.05.02(c). <br />(2) Off-site Drainage Facilities: The owner/developer of land to be <br />subdivided shall contribute to the provision of off-site drainage <br />facilities required to convey potential runoff from his development <br />and all areas upstream of his development to such outfall or dis- <br />charge point(s) as shall be indicated on the applicable drainage <br />basin and sub-basin plans for the drainage basin and sub-basin <br /> <br />. <br />
