<br />13 <br /> <br />. <br /> <br />d) As an alternative or in addition to Item (c), the <br />developer may be requested to install some of the planned <br />facilities during the construction of his development. <br />2. Planning actions: <br />a) The master planning process continues for a viable <br />project. The Alternative Plan Phase expands the <br />Initial Study Phase to include alternative basin plans. <br />The alternative plans are reviewed by the community <br />and various agencies, and a recommended Final Plan is <br />developed. <br />b) From the Final Plan, construction drawings of the basin <br />facilities are prepared. These are let out for bid, <br />a contract is awarded, and the project is constructed. <br />c) The funds for the construction of the project are <br />generated from one or a combination of the funding <br />sources shown on the financial side: the basin fund, <br />other basin funds, the general fund, or developer con- <br />struction funds. <br />Cost Adjustment -- The decisions for adjustments are divided into <br />poor estimate adjustments and developer construction adjustments. The <br />poor estimate adjustments consist of crediting properties with any <br />overapportionment. The developer construction adjustments consist of <br />collecting additional fees from the developer or reimbursing him as <br />necessary. The reimbursement comes from the basin fund, other basin <br />funds, and the general fund, in that order. The adjustments also <br />illustrate the reimbursement of the other basin funds and the general <br />fund from the "borrowing" basin fund. <br /> <br />. <br />
