<br />, <br /> <br />~ <br /> <br />. <br /> <br />. <br /> <br />Agenda Item lOb <br />March 3, 1995 <br />Page Five <br /> <br />CWCB Hvdrolol!V Advisory Committee <br /> <br />The preparation of the Guidelines will be performed under the review and guidance <br />of the CWCB Hydrology Advisory Committee. The committee members included representatives <br />from local, state and federal agencies, practicing consulting engineers, and the Urban Drainage <br />and Flood Control District. Review of the preliminary work on the Guidelines preformed by the <br />CWCB staff has been a part of the committee's work. The committee has also been reviewing <br />the Colorado Hydrology Manual being prepared jointly by the Corps of Engineers and the CWCB <br />staff. <br /> <br />The committee has proven to be a very effective means of securing the required technical and <br />scientific content for the manuaL There are other projects for which the committee'sreview and <br />assistance would be very helpful. For the immediate future, the guidelines would be a major <br />concern of the committee. The staff will recommend that the Board recognize the committee to <br />work with the staff on the completion of the Guidelines. <br /> <br />Work Plan <br /> <br />Attached to this memorandum is a Work Plan which describes the procedure <br />proposed by the staff for completing the Guidelines and being able to use ,them for the <br />designation and approval of Group III studies and then for Group IV studies in the Board's <br />Floodplain Designation Plan. <br /> <br />RECOMMENDATIONS <br /> <br />The staff proposes to work with the CWCB Hydrology Advisory Committee to <br />prepare the Guidelines. The staff recommends that the staff and the committee both be <br />authorized to work on the Guidelines. The staff proposes to develop and implement the <br />Guidelines in the following geographic order: <br /> <br />Arkansas River basin <br />South Platte River basin (including Republican River basin) <br />Colorado River basin <br />San Juan River basin <br />Rio Grande basin <br />Green River basin (including North Platte River basin) <br /> <br />The regression equation methodology used to develop IOO-year flows for approximate stream <br />reaches in Colorado's river basins, once it has been fmalized, can be used for Board designation <br />and approval of lOO-year floodplains. The Guidelines and the methodology being developed as <br />part of the Guidelines will be available for the designation and approval of approximate <br />
