Department of Agriculture, Soil Conser- <br />vation Service, completed in october, 1976, a floodplain <br />information report entitled "Flood Hazard Analyses; Coal Creek <br />and Rock Creek, Boulder and Weld Counties, Colorado"; and <br /> <br />WHEREAS, the Colorado Water ConservationBoard,as re- <br />quested by the Board of County Commissioners of Weld County, <br />the Board of County Commissioners of Boulder County, and the <br />Urban 'Drainage and Flood Control District by resolution adopted <br />January 19, 1977, approved and designated the floodplains de- <br />scribed in the October 1976 report; and <br /> <br />WHEREAS, a new report entitled "Floodplain Information, <br />Flood Control and Floodplain Management Plan for Coal Creek at <br />Erie, Colorado," which includei> floodplain information and <br />data for Coal Creek, dated August, 1980, has been prepared by <br />Water Resources Consultants, Inc.; and <br /> <br />WHEREAS, said new report describes.and outlines the flood- <br />plain data and information for the storm and floodwater runoff <br />channels or basins of the study area; and <br /> <br />WHEREAS, the Town of Erie, Weld County and Boulder County, <br />Colorado have requested the Colorado Water Conservation Board <br />to designate and approve the. floodplain areas as set forth in <br />the aforesaid report; and <br /> <br />WHEREAS, Section 37-60-106(1) , Colorado Revised Statutes <br />1973, requires the Colorado Water Conservation Board to assist <br />in the prevention of floods ana flood damages therefrom; and <br /> <br />WHEREAS, Sections 31-23-20l and 30-28-111, Colorado Revised <br />Statutes 1973, provide that suCh legislative bodies of local <br />jurisdictions may provide zoning regulations for land uses on or <br />along any storm of floodwater runoff channel or basin only <br />after designation and approval by the Colorado Water Conservation <br />Board; and <br /> <br />WHEREAS, Section 37-60-106 (I) (c), Colorado Revised Statutes <br />1973, directs the Colorado Water Conservation Board to desig- <br />nate and approve storm or flooowater runoff channels or basins <br />and to make such designations available to legislative bodies <br />of local jurisdictions; and <br />
